The scene was filmed beside a fountain that is situated at Market Place in the downtown area of Baltimore, Maryland.

Eastside drug lord Proposition Joe organizes the "parlay," which takes place in Episode 10 of Season 1.

As they walk around the fountain, Stringer and Omar talk about a potential truce.

At the time, Stringer was hoping to bide some time and lure Omar into a false sense of security.

In the previous episode, Omar had nearly killed Avon Barksdale after he used a pager to trick him into leaving Orlando's strip club. However, Avon was miraculously saved when his enforcer, Wee-Bey Brice, arrived back with food at the right moment.

Fearing that Omar's next attempt might be successful, the Barksdale organization decides to fake a peace settlement.

The meeting comes to an end after Stringer agrees to pay the $5,000 "retirement fee" that Omar is demanding.

However, his willingness to pay this money sets off alarm bells in Omar's head.

In his mind, Stringer would have refused to pay him anything if he was serious about a truce. Realizing that he needs to lay low for a while and recover from his injuries, he decides to get on a bus and move to New York.
