This is Marlo Stanfield's park from The Wire.

The park serves as the place where Stanfield and his organization hold court.
When someone needs to talk to the ruthless drug lord, they are searched near the entrance, stripped of their phones, and then escorted down to the concrete skate park on the right.
In one scene, a local drug dealer is brought to Stanfield to discuss a "package." The dealer argues that the 60/40 split on offer is not enough for him to pay his people.
Stanfield, however, doesn't budge:
"The split is 60/40. You want better? You need to tool up. Or wait for Chris, Snoop, and the rest of my people to come pay a call on your people."
Marlo's enforcer, Felicia "Snoop" Pearson, then remarks, "We will be brief with all you mothaf*ckas. I think you know."
Knowing that Stanfield is too powerful, the dealer has no choice but to accept the 60/40 split and is escorted away.
The gang uses this location because it is out in the open and difficult to bug. Stanfield's anti-surveillance techniques frustrate Detective Jimmy McNulty and the rest of the team, leaving them with no other option but to photograph the operation from afar.
Although the detectives try to be as covert as possible, Stanfield is aware that they are watching. He later laughs and tells his enforcer, Chris Partlow, that one of "the young'uns" saw the "white boy with the black hair" (McNulty) climbing up onto the roof.
Bodie meeting
The park is the setting of another important meeting in Season 4.
In the episode Final Grades, Stanfield's lieutenant, Monk Metcalf, comes to him with worrying news about a dealer named Bodie Broadus, who sells their package.
Monk reveals that he saw Bodie jumping into a car "with a white dude" after being released from central booking.
Believing that Bodie might be snitching, Stanfield immediately orders his death.
Throughout the series, Stanfield is shown to be a ruthless, calculating, and intelligent sociopath, a combination that makes him a fearsome gangster.
