This is the location of Hamsterdam from The Wire.

The scenes for the "free zone" were filmed around Eareckson Place and North Broadway in the Oliver neighborhood of Baltimore, Maryland.

These days, most of the vacant houses no longer exist.

In Season 3, Major Howard "Bunny" Colvin allows drug dealers to openly ply their trade in the area. By containing the drug trade in one place that can be easily monitored, he hopes that he can lower crime rates across the rest of his district.

His idea proves to be a success, as Hamsterdam has a hugely positive impact on the rest of the city. However, it is shut down and bulldozed after the mayor's office learns about its existence.

Although city officials can clearly see the benefits of Colvin's initiative, they decide that an open-air drug market is far too politically damaging.
